We lost the shortest man He Pingping recently while rehearsing an Italian TV show in Rome. He was 21. 
Guinness World Records reported that Mr. Pingping was born with Primordial dwarfism. According to wiki, it is a rare form of dwarfism that results in a smaller body size in all stages of life beginning from before birth. More specifically, primordial dwarfism is a diagnostic category including specific types of profoundly proportionate dwarfism, in which individuals are extremely small for their age, even as a fetus. Most individuals with primordial dwarfism are not diagnosed until they are about 3 years of age.
I'm small myself and can be seen as a dwarf compared to caucasian that's why I'm taking my women vitamins. I suppose, each individual is unique.
